Electronic Inquiry

The Belarusian National Technical University (BNTU) accepts and processes electronic appeals from citizens of the Republic of Belarus, foreign citizens, and stateless persons residing in the Republic of Belarus, including individual entrepreneurs (hereinafter referred to as "citizens"), and legal entities. This process is governed by the requirements of the Law of the Republic of Belarus of July 18, 2011 "On Appeals of Citizens and Legal Entities".


In accordance with the Law of the Republic of Belarus of July 18, 2011 "On Appeals of Citizens and Legal Entities", electronic appeals must be submitted in Belarusian or Russian language.

Required Information for Electronic Inquiries

The Belarusian National Technical University (BNTU) requires all electronic inquiries submitted to include the following information:

1. Full Name: Inquirer last name, first name, and patronymic (if applicable).

2. Residential Address: The current address of residence.

3. Subject of the Inquiry: A clear and concise description of the topic or issue addressed in the inquiry is required.

4. Email Address: A valid email address where the applicant can receive responses and updates regarding their inquiry.

An electronic appeal of a legal entity must contain:

1. The full name of the legal entity;

2. Address of the legal entity;

3. A description of the essence of the inquiry;

4. The last name, first name, and patronymic of the authorized person signing the inquiry.

5. The email address of the legal entity.

Electronic inquiries received by the Belarusian National Technical University are processed within fifteen days, while those requiring additional investigation or verification may take up to one month.

Responses to electronic inquiries are sent to the email addresses provided by the inquirers in their electronic submission. Written responses to electronic inquiries are provided in accordance with the provisions of the Law of the Republic of Belarus dated July 18, 2011, 'On the Appeals of Citizens and Legal Entities'.

Electronic inquiries may be dismissed without substantive review if they:

1. Are not presented in Belarusian or Russian;
2. Lack the surname, given name, patronymic, or residential address of the Inquirer (for personals);
3. Lack the full name and address of the legal entity, or the surname, given name, and patronymic of the authorized signatory (for legal entities);
4. Contain unreadable text;
5. Include profane or offensive language;
6. Fall under the jurisdiction of constitutional, civil procedural, economic procedural, or criminal procedural law, legislation governing administrative procedures, or other legislative acts specifying alternative procedures for submission and consideration;
7. Pose questions outside the competence of the Belarusian National Technical University;
8. Are submitted after the deadline without valid justification;
9. Consist of a repeated inquiry lacking new circumstances pertinent to substantive review;
10. Correspondence with the applicant has been terminated.

The response of the Belarusian National Technical University to the inquiry or the decision to leave the appeal without consideration on the merits may be appealed in the manner prescribed by the Law of the Republic of Belarus of July 18, 2011, "On Appeals of Citizens and Legal Entities".
