Within the framework of the Commonwealth of Independent States, 92 core organizations of the CIS member states have been established in various fields and areas of cooperation. Detailed information about them is included in the "Information on the Core Organizations of the CIS Member States" (attached).
In accordance with the decisions of the Council of Heads of Government of the CIS, the Council of Ministers of Foreign Affairs of the CIS, and the Economic Council of the CIS (hereinafter referred to as the CHG, CMFA, and EC, respectively), the status of core organizations, core research institutions, and core train

In accordance with the decisions of the Council of heads of governments of the CIS Council of foreign Ministers of the CIS, CIS Economic Council (hereinafter – SGP, SMID, ES, respectively) status reference organizations, basic scientific research

In accordance with the decisions of the Council of Heads of Government of the CIS, the Council of Ministers of Foreign Affairs of the CIS, and the CIS Economic Council (hereinafter referred to as the CST, CFM, and ES, respectively), 114 institutions have been granted the status of basic organizations, basic research institutions, and basic training centers of the member States of the Commonwealth of Independent States (hereinafter referred to as basic organizations).
At the same time, the Belarusian National Technical University, the state institution "Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan", the Federal State Autonomous Educational Institution of Higher Education "Patrice Lumumba Peoples' Friendship University of Russia", the federal State state-owned military educational Institution of Higher Education "Military Training and Scientific Center of the Air Force"Military-the Air Academy named after Professor N.E.Zhukovsky and Yu.A.Gagarin" ( Voronezh), the Ministry of Defense of the Russian Federation has the status of two basic organizations.
Decisions mentioned above, taken in 1997, 1999, 2000 and 2001 – 1, in 2003, 2 in 2004, 1 in 2005 – 6, 2006 – 2, in 2007, 6 in 2008 – 1, in 2009, 3 in 2010 – 2 2011 – 3, in 2012, 5, 2013 – 5 2014 – 11, 2015 – 5, 2016 – 5, 2017 – 3, 2018 – 7, in 2019 7, 2020 – 6, 2021 – 4, 2022 – 4, 2023 – 7, 2024 – 17, 2025 – 4.
The issues of granting the status of basic organizations were submitted to the meetings of the State Duma, the Council of Ministers of Foreign Affairs and the EC.: The Russian Federation – 11, the Republic of Belarus – 5, the CIS sectoral cooperation bodies – 98, the CIS Executive Committee – 4.
As a result of the signing of the above–mentioned decisions of the CST, the Council of Ministers of Foreign Affairs and the EC, all CIS member states participate in the activities of the basic organizations, including: the Republic of Armenia, the Republic of Belarus and the Russian Federation – in 118, the Kyrgyz Republic and the Republic of Tajikistan – in 117, the Republic of Kazakhstan – in 111, the Republic of Uzbekistan – in 58, the Republic of Moldova - 6, Ukraine – 5, the Republic of Azerbaijan and Turkmenistan – 2.
The basic organizations operate in 7 CIS member states, including: in the Russian Federation – 94, in the Republic of Belarus – 14, in the Republic of Kazakhstan – 4, in the Republic of Tajikistan – 3, in the Republic of Armenia, the Republic of Uzbekistan and Ukraine – 1 each.
Some of them are valid:
in the economic sphere – 42;
in the sphere of security – 28;
in the humanitarian sphere – 44;
in the legal sphere – 3;
in the information sphere – 1.
In accordance with the Decision of the CIS Council of Heads of Government to terminate the decisions of the CIS Council of Heads of Government, which was adopted in a working manner using the procedure provided for in paragraph 9 of rule 7 of the Rules of Procedure of the Council of Heads of State, the Council of Heads of Government, the Council of Foreign Ministers and the CIS Economic Council, on March 4, 2021, 6 decisions on granting the status of a basic organizations of the CIS member states.
In accordance with this Decision, 3 basic organizations of the CIS member states have ceased their activities.:
in the field of distance and e-learning;
in the field of licensing, certification and accreditation of educational institutions;
on standardization issues in education.
The other 3 core organizations continue their activities in accordance with the decisions taken later.:
on training, retraining and advanced training of personnel on labor rationing;
training and retraining of personnel for tax (financial) investigation authorities (with a modified line of business – training personnel for tax (financial) investigation authorities in higher education and additional professional programs);
for the training of metrologists of the armed forces.
In relation to 6 basic organizations, as part of the inventory of the CIS legal framework conducted in 2023-2024, procedures were carried out to recognize their constituent documents as invalid.
In connection with the liquidation on July 29, 2017 of the State Scientific Institution "State Scientific Research Institute of System Analysis of the Accounts Chamber of the Russian Federation", which was given the status of the basic organization of the CIS member states for research in the field of state and international financial control, the issue of the possibility of further performing the functions of the basic organization by one of the institutions of the CIS member States was being studied. members of the CIS. The study was not successful.
Following the meeting of the expert group on the approval of draft documents on the termination of international treaties and decisions of the supreme bodies of the CIS dated July 11, 2024, the decision was made to grant the State Scientific Institution "State Scientific Research Institute for System Analysis of the Accounts Chamber of the Russian Federation" the status of a basic organization of states. – The CIS member states on research in the field of state and international financial control was included in the proposed List of decisions of the Council of Heads of Government of the CIS, which were terminated, and sent, among other documents, to the states for internal approval, according to the results of which it should be submitted in accordance with the established procedure for consideration at a meeting of the Council of Heads of Government of the CIS.
At the EC meeting held on November 29, 2024, it was decided to terminate the decisions of the CIS Economic Council, according to which the EC decisions are considered terminated according to the attached List. This List includes the Decision of the EC to grant the state scientific institution "State Scientific Research Institute of System Analysis of the Accounts Chamber of the Russian Federation" the status of the basic organization of the CIS member states for research in the field of state and international financial control.
The work on the termination of the Decision on granting the Status continues.
Due to the fact that the federal State budgetary institution "Center for Expertise and Coordination of Informatization" (Russian Federation), which previously operated as the federal state unitary enterprise "All-Russian Scientific Research Institute of Computer Engineering and Informatization", which was given the status of a basic organization for methodological, organizational and technical support of work in the field of information security and the training of specialists in this field, the functions of the basic organization have ceased., The issue of the possibility of further fulfilling the functions of the basic organization by one of the institutions of the CIS member states was being worked out. The study was not successful.
Following the meeting of the expert group on the approval of draft documents on the termination of international treaties and decisions of the supreme bodies of the CIS dated July 11, 2024, the Decision was made to grant the federal State Unitary Enterprise All-Russian Scientific Research Institute of Computer Engineering and Informatization the status of a basic organization for methodological, organizational and technical support of work in the field of information security and training experts in this field were included in the proposed List of decisions of the Council of Heads of Government of the CIS, terminated, sent, among other documents, to the states for internal approval, as a result of which it must be submitted in accordance with the established procedure for consideration at a meeting of the Council of Heads of Government of the CIS.
The work on the termination of the Decision on granting the Status continues.
In connection with the liquidation on August 5, 2022 of the Zerde National Information and Communication Holding Joint Stock Company (Republic of Kazakhstan), which was given the status of a basic organization of the CIS member states providing methodological, organizational and technical support for work in the field of information and communication technologies, the issue of the possibility of further performing the functions of the basic organization by one of the institutions of the CIS member states. The study was not successful.
Following the meeting of the expert group on the approval of draft documents on the termination of international treaties and decisions of the supreme bodies of the CIS dated July 11, 2024, the decision was made to grant the National Information and Communication Holding Zerde Joint Stock Company (Republic of Kazakhstan) the status of a basic organization of states. – The proposed List of decisions of the Council of Heads of Government of the CIS, which have been terminated, has been sent to the states for internal coordination, as a result of which it must be submitted in accordance with the established procedure for consideration at a meeting of the Council of Heads of Government.
